Situation:
Serving as a senior military advisor in Riyadh, Saudi Arabia, at the Land Forces Headquarters. The only Finnish representative in an international project group and change management experts.
Task:
Designed the purpose, structure, and key operational processes of a military organization and its subunits. Defined personnel requirements, military ranks, and job descriptions to align with international best practices and higher command policies.
Action:
Conducted tens of workshops to develop the Current Operating Model and Target Operating Model. Delivered all presentation materials in Arabic and English, with discussions held in English. Worked with translators and interpreters as needed. Provided recommendations based on benchmarking data and military best practices. Ensured deliverables were aligned with the higher command’s strategic objectives and operational model.
Results:
- Delivered a detailed analysis of the current organization, identifying performance gaps compared to best practices.
- Designed the purpose, core competencies, and main tasks for new organizations.
- Developed organizational structures, personnel compositions (officers, NCOs, civilians), military ranks, and job descriptions for all key roles.
